All topics are covered - sometimes in more depth than you need for the exam, but the sections are clearly marked as "Not an Exam Objective" or are short and explicitly say they're non-examinable when you don't need to learn the detail just to pass. And I say just to pass because, in my opinion, there are more fundamental Java EE bits to know to be an effective Web developer than what is covered directly on the SCWCD exam. For example, many more standard actions and JSTL tags, and also bits on how EL actually does variable resolution using ExpressionEvaluator and VariableResolver. These sections are generally short and just for your reference though. The book is fundamentally for covering all examinable objectives (as also listed in Appendix A along with a reference to the chapter(s) which cover each).
You will find the JSP part is a bit longer than the Servlet part, but this is because the JSP part contains JSP pages, documents, Expression Language, standard and custom tags etc. and all this amounts to a larger number of topics to cover. There is also more emphasis on the Expression Language and writing custom actions chapters, because these can be trickier to understand.
