No persistence unit with name 'sample' found

i'm having a problem with my project that is
i'm getting this error when i start my tomcat

Caused by: java.lang.IllegalArgumentException: No persistence unit with name 'sample' found

this is my persistence.xml

does anyone know where i have to correct my project
