insufficient privileges in oracle

create directory IO as 'C:\IO';    

while i try to execute in this query in oracle9i it throws the error message like this

" create directory IO as 'C:\IO'

ERROR at line 1:
ORA-01031: insufficient privileges " , please help me out.
