It typically happens like an auction.
A customer feels they need an application & it make sense to outsource it, then they create a document (called proposal) which typically contains some details of what they need, details of old application if any, some ideal NFRs, platform details (if decided already) etc and open it for bidding likely with some criterion for companies (vendors) who are going bid (like CMMi5, bank guarantee etc).
Many software firms bid for it.
Customer selects a few (3-4 for example).
After this, software companies (vendors) are given some time to submit a document or group of documents which is known as RFP (response for proposal) which typically describes how they are planning to do this application, resource details, logistics details, architecture details etc.
Customer selects one and project is awarded to that vendor.
If it's same process at your end, which stage you are in? Submitting RFP? Bidding?
