Ant's JSPC task and Tomcat 4.1.24LE - Broken?

In an effort to reduce the round trip time between making changes to my struts heavy jsp pages and catching simple jsp errors, I am trying to use the optional ant task JSP to precompile my jsps. According to the docs I need to make sure jasper,jar is in ant's lib dir for the task to work but there is no jasper.jar any more.
when i run the task i get the following error:
java.lang.NoClassDefFoundError: org/apache/jasper/JspC
I added jasper-compiler.jar and jasper-runtime.jar but neither of these seem to contain org.apache.jasper.JspC
my ant task looks like this:

have i done something dumb, or is the JSPC task just out of date? I am using ant 1.5.3
