Tomcat itself doesn't access user account info. That's done by the various Realm plugins, and each one has its own configuration requirements. The tomcat-users.xml file is only used with the memory realm, which actually isn't all that much good except for
testing purposes. Most production systems will be using a database or LDAP backed Realm.
