Once you are done with development. You want the software to be available to the user.

lets say you are creating wweb application, once you are done with the development, you will install the application into the web or application server.

So deploying an application is just installing the application in the server and make it ready to be available for the user.

Before you deploy the application you need to make sure that all the resources are created in the server.
Eg. you application may need connection pooling, data source etc.So you have to create all the resources first then deploy the application in to the server.

There are several way to create resources and deploy application in to the server. You can do it via admin console or using the tool or scripts provided by the server vendor.

Hope i anwered your question.

As per my company policy we should not create any resources or install any application via admin console.

So we created ant scripts which creates all the resources and thendeploy the application in to the server.

Our ant scripts will call various tools provided by the server vendor to create all the resources and then deploy the application using the tool provided by them.

So you may ask them to create a scripts for these tasks

It is sorta covered in the JavaRanch Style Guide.
