Please explain what's being meant by using a logical name local to this mapping vs if you are using a logical name global to the application.

I believe "local" refers to the forwards that you define as sub-elements of the action-mapping element whereas the "global" are those forwards defined under the global-forwards element in struts-config.xml
findForward(String) will first look for a local match to the logical name passed to it. If it cannot find one it will look for it in the global forwards.
