Hi!
First of all, I would recommend a web service stack that has been tested for interoperability with .NET, like Metro.
If you still want to use Axis, then you should at least follow the guidelines in the WS-I Basic Profile http://www.ws-i.org/Profiles/BasicProfile-1.1.html.
The Basic Profile, among other things, discourage the use of anything but Literal encoding (R2706, http://www.ws-i.org/Profiles/BasicProfile-1.1.html#Encodings_and_the_use_Attribute).
Best wishes!
