Target Audience for the New Sun Java Programmer Plus Certification

Sun is palnning to launch a new 'performance' based certification for Java programmers (http://www.coderanch.com/t/452870/Programmer-Certification-SCJP/certification/New-Sun-Java-Programme)

I was wondering which of the following categories of Java developers would best describe target audience of this exam:

1) Java developers with an experience of 1-2 years, who haven't earned any other Java cerification (specifically SCJP)
2) Java developers, who have earned a Java cerification (any version of SCJP)
3) Java developers, who have earned any Java cerification, i.e., SCJA, SCWCD, SCMAD, SCBCD, SCDJWS.
4) Developers, who have little experience of working with Java, wishing to start a career in Java.

It is meant to replace the SCJP, so the target audience should remain the same. The plus exam is far from ready

I understand that this new exam will replace the SCJP exam.

I was just wondering whether the new format of the exam, as in writing real Java code, as opposed to selecting correct options from a set of options (current SCJP exam format), may interest programmers from other categories also.

Anyone wanting to take the SCJP will have no choice but to take the new version. As for who it will interest, it is to be seen.
