for the struts-example (for example), you can find it in :
\struts-example\WEB-INF\classes\org\apache\struts\webapp\example

The default location is under the WEB-INF\classes
but you can specify your prefered location in the web.xml
using <message-resources> element. If you re using struts 1.0.x, you may steel uset the <init-param> to specify the resource bundle
