How do you deploy on your local machine? Read http://tomcat.apache.org/tomcat-5.5-doc/deployer-howto.html and pay attention on Deploying using the Tomcat Manager

You can also copy a war in the webapps directory and tomcat can automatically install reinstall.

You really should study the capabilities of the Tomcat Manager for monitoring and controlling your server. The HTML interface is very handy.
