Unable to utilize Application Resources

Hi,
I'm using Struts 1.0.2 with JBoss 3.2.4. I define the ActionServlet in my web.xml as follows:

Also, I have the ApplicationResources.properties file in the /WEB-INF/calsses/org/aadpw/pims/action folder. Still, when I have a validation error it shows null null instead of the error message. Also, if I try to retrieve a message using bean:message, it fires "Missing message for key" exception.
Any thoughts? Your help is appreciated.

Hi all,
I figured it out. The encoding of the ApplicationResources.properties file was changed to something other than Unicode. I used Notepad to edit the file.
