I am having 4.5 yr of exp in java/J2EE devlopment proj .I am very strong in java and have done 3 certification also (SCJP,SCWCD and SCDJWS), m looking for job change since last 4 months and having an offer from [a company] of 7 , I tried in all the big IT comapny in mumbai , not getting more than 7 .

Accepting offer depends on what you are looking in your new job. If you want more money (more than 7L) from your new job you should not accept the offer and look for better offer. But if you have other priorities and you should decide on the offer based weightage of your priorities. In my opinion 7L is not bad for your experience.

Is Mumbai a constraint for you ? Or are you open to Pune as well ?
In Pune, you have lots of options and with an experience of 4.5 years, you can esily expect above 8 (There are companies who'll pay you in the range 9-10 as well)
In Mumbai, the best payers are the investment banks. With 4.5 years of experience in Java/Java EE, a senior developer role in most of the investment banks will fetch you around 9-10 easily (can go higher depending on how your interview goes)
