Do a search on OCR (optical character recognition).

http://code.google.com/p/tesseract-ocr/ is a good open source solution (not that there are many, given that OCR is a hard problem).

Or are you asking about steganography?

Our requirement is simple.

We have Fax ouput as TIFF images from that we need to read the texts and write in to a file.
