Any Java Web Hosting Providing Outgoing Network Connection/FTP

I don't have much experience in using commercial Java Web Hosting services. Can anyone recommend one for me? My major requirement is that it have to support outgoing network connection from the server to a third party host. ie. my java server application also needs to be a client of other server appli. Preferrably, but not a must, my appli. may also need to support ftp from my own client. All other requirements are standard (tomcat 6, database, struts)
Are these 2 features common in most commerical java web hosting plan?
I think all hosting providers support outgoing network connections; at least, I can't think of a reason why they wouldn't. Maybe the free ones don't.
Whether or not a package includes an FTP server should be stated in the list of features; again, some of the cheap ones may not have that, but if you're paying USD 10+ per month then it should be included.
