Using workshop in the weblogic requires anottations (javadoc style notes) to get struts working and not the usual struts-config file. It uses netui tags to render information. It is propietary.
My suggssion is don't use weblogic workshop to build the web application using struts.
Create war outside and deploy it in weblogic .If u can run a project generated under workshop that uses page flows, controllers, application views, anottations for struts, netui tags.
Regards.
