Changing Default JVM Runtime Parameters in Windows Control Panel

In Windows Control Panel->Java Icon->Java tab->View, there is a column reads Runtime Parameters. I think they are about changing the default runtime parameters passed to jvm/applet when they start up. I've changed a value and tested with my applet. e.g. -Dhello=abc. However, my applet wasn't able to pick up the system property so defined. Is there any special requirement in using such a way to pass runtime parameters to applets?
