Java Applet Security help

There is a locked down windows environment where users cannot browse the local file-system as this has been disabled by group policy. However if we use a java applet that has been constructed to look very similar to the windows file browser component (using JFileChooser), if we type c:\ into the file name box and press enter, the contents of the c:\ drive are displayed.
In this environment, if the same thing is attempted in any "true" windows dialogue the following mesage is displayed. "Access to the resource c:\ has been disallowed"
This is somehow related to java.security/java.policy files which I am not able to figure out. Please let me know if you have any clues.

I'm not quite sure what's being attempted, but the way to get around applet security restrictions is described in HowCanAnAppletReadFilesOnTheLocalFileSystem.
