What do you mean by "website in Hindi" - displaying Hindi content? As long as you have a font that has those characters (like MS Unicode Arial), your browser will know what to do with it; that's what Unicode is for.

It doesn't have much to do with either of those, really, beyond ensuring that the layout can accommodate multiple languages (if that's what you intend to do; if it's all Hindi all the time, then the point is moot). Just serve the content in Unicode and make sure to set a proper content type. To be more user-friendly, you may want to read the request's "Accept-Language" header and act accordingly.

Perhaps unsurprisingly, I can't tell the difference between Hindi and Sanskrit since they both use the Devanāgarī alphabet these days ;)
