I'm making my first struts application, I'm using the web.xml as its a simple hello user, but every time I start apache I get the following error.

as for the jar files in my lib directory, they are:
/Struts2Example1/WebContent/WEB-INF/lib/commons-fileupload-1.2.1.jar
/Struts2Example1/WebContent/WEB-INF/lib/commons-io-1.3.2.jar
/Struts2Example1/WebContent/WEB-INF/lib/commons-logging-1.0.4.jar
/Struts2Example1/WebContent/WEB-INF/lib/commons-logging-api-1.1.jar
/Struts2Example1/WebContent/WEB-INF/lib/freemarker-2.3.15.jar
/Struts2Example1/WebContent/WEB-INF/lib/junit-4.8.1.jar
/Struts2Example1/WebContent/WEB-INF/lib/ognl-2.7.3.jar
/Struts2Example1/WebContent/WEB-INF/lib/spring-test-2.5.6.jar
/Struts2Example1/WebContent/WEB-INF/lib/struts2-convention-plugin-2.1.8.1.jar
/Struts2Example1/WebContent/WEB-INF/lib/struts2-core-2.1.8.1.jar
/Struts2Example1/WebContent/WEB-INF/lib/xwork-core-2.1.6.jar

and the web.xml file is configured as follows.

I was hoping someone could point me in the right direction to solve this.

You seem to have placed struts2-core-2.1.8.1.jar in the lib directory of your tomcat installation. Can you remove it and try again...

+1; you're deploying the same library twice. Keep the Struts libs in the web app itself.
