Electricity network design application using oracle spacial  RSS feed

My company wants to design an electricity network design application. I think the ideal solution is oracle spatial. I’m a java developer and familiar with oracle 10g too.
I’m very much familiar with java swing technology.
Can anyone help me out to guide me for the suitable java technology and the steps involved? And what java libraries need to be downloaded. I’m really stuck in it. Please help...

I don't think anyone will be able to help you with such a limited description because you didn't mention any requirements/use-cases.
If you think that oracle spatial is great for your project then contact oracle and read some documentation about it.

It is kind of creating network diagram by using a toolkit with pre defined tools (such as lines, nodes, switches, etc.) and the end user able to drag and drop such tools(entity) to a grid to make a network.
Application has an ability to set properties to such a dragging entity and need to be validated on the spot. Moreover, user can edit, remove those entities from the network diagram.
If someone has such an experience or aware of how to do this your help would be greatly appreciated.
