I develop a lot of applications in PL/SQL applications within a university, a.k.a Academia where there is little exposure to Java. I have Java training from another job also well as knowledge through school. I don't want my skill to fade. Therefore, I was wondering if I could use Java to develop or replace my PL/SQL application, or practice an alternate way to build PL/SQL applications using Java/JDeveloper.

Sure you can use JDeveloper for RIA and Swing applications. Visit JDeveloper Home Page for tutorials and getting started documents.
