This is what the official roadmap is saying:

Struts 1.2.x - Continued refactorings of the Struts 1.x product series. The current release trigger for 1.2.0 is resolving outstanding problem reports. There are also several patches that could be applied prior to rolling 1.2.0.

* Remove deprecations created in the 1.0 to 1.1 timeframe, and prior
* Add support for wildcard mappings.
* Move build platform to Maven when convenient
* Other minor enhancements and refactorings
