It seems you have two main steps here. First is to create a web application. If you don't already know how to do this, you'll need to learn. One place to start might be the book Core Servlets and JavaServer Pages. The book has made its chapters available for free in PDF format at http://pdf.coreservlets.com From that site, as well as the book's main site http://www.coreservlets.com, there's a lot of information, including many tutorials.

Second, you will need to manage your Windows users from within the Servlet code (in Java). Java doesn't provide an API to do this directly, so you'll need to find a way to do that. For example, it is possible to invoke non-Java library code from within Java. I suggest you try asking about this in the Beginning Java forum. Alternatively, you could call an external application to do the work for you, perhaps an application which you create. You probably want to ask at a Microsoft site about that.

Just invoke a dos command will help you to do this.

Such as "net user add 'xxx' ......"

For I am not a native speaker of English. I can just explain it like this.
