No prior certifications are required in order to take SCEA. However, it certainly helps to have atleast a few years experience with enterprise architecture and J2EE technologies.

You can write the SCEA cold, without any SCJP or SCJA certs, that's for sure. It's arguably the toughest exam, so experience will definitely help you pass.
