I'm trying to set the value to the value property dynamically using jsp expression. it' not working properly.why

<logic:notEqual name="listingcinemas" property="cinemaname" value="'"+<%= cinema%>+"'">

wouldn't you just want

value="<%= cinema %>"

? I don't think you need to give the quotes as part of the value unless you want to include the quotes in your comparison. If you want to include the quotes in the value to be compared, do this:

value='<%= "'" + cinema + "'" %>'
