Is there any way to develop an iphone application on windows? or do i have to buy a mac notebook...

You need a Mac to do iPhone development, and you can't use Java-- all iPhone development has to be done in Objective-C.

cant i buy the mac os and install it with my windows? is hardware different for the mac os?

It is not impossible to do this (and not easy), however, it does violate OSX Terms of Service.

I guess you have to spend that $1000 to 2000 to create your first app... This is on top your iPhone and iPad....

No not really, you can get a Mac Mini
