He might have done those in the past already (either by experience or learning for certifications etc..), but as an architect he might not do those but the developers. If the developer come up with an issue he should be able to solve it
. But in huge companies (with big teams) architects may only work with the bigger picture of the system (After all I'm not an architect yet, these are what I have seen and experienced ).
Do you really need to do SCWCD, SCBCD, SCDJWS before you do the SCEA? No is the answer (read from one of the responses above)
Yes, it shouldn't be the certification itself but the working knowledge of those technologies what matters whether you get it either through certifications or by experience.
