what must I know if I will (I am still a student -- with special needs) work as a freelancer. I am interested in it, because of my psychological illness they advised me a part time job.
Where and how can I start as a freelancer?

Nothing special,just basic knowledge of computer. There are several sites where you can find these part time jobs.
Note that, don't register for that company which take depositing fees. Go ahead.
