Horizontal scroll bar with width 100%

Please advise on how to get a horizontal scrollbar for a table with width - 100%. When I use pixels, It is coming fine but when I change it to % , browser scrollbar is coming instead of the table. and the horizintal scroll bar is expanding to the full right

This is needed to make it look fine for all resolutions..
