Controling page Display Vertically

I am tring to get my page to display vertically in a fluid layout. I cannot figure out why the overflow control will not control the DIV(logonnavigationdivtest).

Not related to your problem: why do you use case so inconsistently? It makes the page very hard to inspect.

I am afraid it is from a habit I have of copy and paste.

As to my problem. If I set the top and bottom attributes of a div tag in my css why won't it strech the div tag to these settings?
