funda? Please use real words while posting.

but when i modify web.xml it required restart

From what I know, changing the timestamp of web.xml should redeploy the application without requiring a restart. How do you modify the web.xml? And which version of Tomcat and which Operating System?

Tomcat doesn't recognize changes instantly, it polls periodically, so sometimes a little patience can help. Also, while hot mods are detected by default, that feature can be turned off if someone has been playing around with Tomcat settings.

Tomcat's abilities to dynamically pick up on changes tend to be somewhat spotty. Anything having to do with init() methods in servlets, for example generally seem to require a manual stop/restart of the app.

Note that you can stop and restart a single App without stopping all of Tomcat using the Manager app.
