WS BP R1033 and xml:lang in SOAP Faults

Hi Ranchers,
Regarding SOAP Faults and the WS BP, I wonder if someone could explain the apparent discrepancy between:

R1033 An ENVELOPE SHOULD NOT contain the namespace declaration xmlns:xml="http://www.w3.org/XML/1998/namespace"

...and the use of the xml:lang attribute on the faultstring element? Does the recommendation above mean the NS is prohibited only from the Envelope root element itself, and should instead be applied to the faultstring element directly?

Of course it is entirely possible that I've got lost in a SOAPy haze in prep for exam...
