Why to set character Encoding for an Application?

I apologize bartenders if its not the correct Forum to post this question .

Hi , can anybody please let me know , what is the reason for Setting character encoding for an Application and what part it plays ??

When go through web tutorials , there is this thing :

Currently, many browsers do not send character encoding information in the Content-Type header of an HTTP request. If an encoding has not been specified by the client request, the container uses a default encoding to parse request parameters.

but unfortunately i couldn't able to understand this .
