However, what you're describing is a common thing to do. "Rows" is a bad term, though. That implies something like what you see in a table. In windowing terms, the kind of divisions you are describing are usually called "panes" or "panels" or "zones".
Basic JSF can use the h:panelGrid columns="1" element to set up an area where elements appear vertically. You can then make each of your "rows" be a panelGrid within that outer panelGrid.
A more flexible approach is to use tiling. The old Struts Tiles facility supported that, although I always found it awkwards. More recently, you can tile a display using Facelets. Facelets is available as a add-on to JSF version 1 and is a standard part of JSF version 2.

Caution: not all of my browsers can play SWF, so if you plan on selling me anything, make sure SWF isn't the only way to use your app. I have made "big-ticket" purchase decisions where a big-name company lost my business because they were Flash-only.
