ORA-12500: TNS:listener failed to start a dedicated server process ...i'm getting this error ,not able to open my database,can someone guide me step by step process to do things.

When I increase value of parameter SORT_AREA_SIZE in init.ora file by some magnitide, it gets successfully connected even without restart of database service. How come?
