When is a JSP page recompiled? Does the compilation happen
if we change only the HTML part of a JSP page?

Incorrect.

The JSP is compiled immediately after translation which happens whenever the JSP is changed (and it doesn't matter what part of the page has changed) or upon the JSP's first access.

It is not recompiled on every request.
