how to make call center operations using web application.
any open source call center application to track VOIP phone call and IVR is available?

Try SugarCRM. They have both a commercial version and a free open source community version. The community version installation script could not be simpler - it installed everything needed including Apache and the database.

fine , but am developing new CRM in java then how come i can use sugar CRM. i need only call center appilcation and IVR . Interactive Voice Response. so provide me solution.
