jdk contains jre but why the oracle website provides jre seperately

The JRE (Java Runtime Environment) contains everything you need to run Java programs. The JDK includes a JRE, plus tools for developing Java programs like a compiler, debugger, etc. People who are not programmers don't need all those tools -- they just need the JRE to run the programs other people develop.
