Is there a way for me as administrator of a web app to send a dynamic message(screen popup) to all users currently accessing the web app?

Web applications are built using HTTP, which does not support pushing request to clients.

You could use a periodic Ajax request to see if there are any pending messages.

AFAIK all the push stuff isn't even remotely cross-browser yet, so there aren't too many options.
