Struts dyanmic Javascript not rendered in Safari

We have dynamic javascript that is rendered client-side for form validation. It appears correctly within the generated HTML in IE & FireFox, but not on Mac Safari.
It behaves as if the <html:javascript formName="notCorrect"/> doesn't find its definition in the validation.xml file.

It first came to our attention as the static portion of the javascript is still rendered - but without enclosing <script> tags and it displays raw javascript as text on the site.

Only on Safari does it do this.
 
Don't get me started about those stupid light bulbs.
