Prevent regeneration of jsessionId

I am running Tomcat 6 with Struts 2 and I need to disable the regeneration of the jsessionId. Before anyone says that its bad to disable it, I must state that I am regenerating it when the user crosses authentication boundaries, but it is also regenerating it every time the user makes a request. This only happens if I have the following in web.xml

How can I correct this behavior?
