automatic startup of PPPoE

I got this new computer recently, with MacOS 10.6. I am trying to configure it so that Safari starts the PPPoE connection automatically when Safari starts up.
When I connect PPPoE manually and then start Safari up, it connects to the internet fine. But I want it so that Safari can open up the PPPoE connection.
In SystemPreferences > Network > Advanced > PPP the box is checked which says "Connect automatically when needed" so I thought that would work, but it doesn't.
I was able to configure the network preferences to start PPPoE automatically in OS 10.4. Is 10.6 different somehow?
