what is the diff between tomcat 4.1 and 6.0

we are upgrading our application server and noticed a intresting thing
which i couldn't find reason hope i will get help
in tomcat 4.1
if we use forward action tag by closing explicitly is working fine

but in tomcat 6 if we are having the explicit closed action tags it showing exception that
the particular line should have param names and values
but when i change the action tag to self closing one it is not showing exception may i know the reason

The jsp:forward syntax looks like this:

In the second case, notice the "+" sign for the jsp:param, which means one or more occurrences of the jsp:param within the jsp:forward. So if you don't have any params to pass, then you are supposed to use the first syntax.

As for why it works differently on Tomcat 4.x, I'm not sure. Either Tomcat 4 was lenient or maybe the spec changed for the jsp:forward tag.
