Why I get this exception:

when I try to run application that worked perfectly on Windows 7? Is there a way to resolve this issue?

This exception is thrown (straight from the API) when(one of the reasons)- if the host system doesn't allow getting the state of this key programmatically. So you would have to go in for an alternative- Listen for KeyEvents and check if its some LockingKey and then correspondingly set up a boolean variable which represents the state of the key.
