action classes part of model or controller

could anyone tell me action classes belong to the controller part or model part..

...and you are not allowed to save state on Action classes, thus making them anything BUT the model.

Sounds like someone had an interview.

Interesting thread. From the Struts Books and experience, what I understand is Action Classes are really Model part. Struts.config plays the role of Controller.
Practically nobody wants/suggests to have any Business logic in Action Class methods even though it is a Model component.

Could anyone tell this is coreect or not and any other suggestion....
