Today, Matt Cutts says:

One misconception that we’ve seen in the last few weeks is the idea that Google doesn’t take as strong action on spammy content in our index if those sites are serving Google ads. To be crystal clear:

* Google absolutely takes action on sites that violate our quality guidelines regardless of whether they have ads powered by Google;

I reported that my whole site was copied (more than 500,000 pages). Yet they remain in the index and they continue to run adsense ads.

If you google "welcome to JavaRanch" google ranks them ahead of me on content they copied from me.

If google won't help sites as big as mine, how can folks believe that google will do anything for smaller sites.

I filed a DMCA complaint on october 25th. One went through the webmaster stuff and the other went through the adsense stuff.

I managed to get a response from the adsense stuff, they took the one sample URL and convinced the offending party to remove that one page.

I then asked if I should send in 500,000 complaints or if a document with 500,000 URLs would be okay. No response.

I think that if google cared 2% of what they claim, they would just take the offending sites out of the index.

I don't doubt you, but I can't see a site with copied info in Google ( from searching "welcome to javaranch") until #10.

On Bing,
h++p://java-i.t.a.g.s or whatever

which looks copied comes at #5

and over the past five years or so, I've never encountered copied javaranch posts when I'm searching.
