Eclipse/ Struts/ Tomcat

We are developing online application using eclipse2.1.0 with struts1.1 and it is a tomcat project.
Now we want to upgrade to eclipse3.1, how do i include the struts jar/tld and tomcat console?

I think this is more eclipse specific that struts.
You can include a jar into the project by going to project properties (Alt+Enter)>java build path>libraries
