Confusing String Class

Hi all,
Please make my first topic which I am posting to be closed somehow by making me satisfied:D
It’s not urgent and not important anyways

It happened that I was free and started looking into the most commonly used Classes at work. I started with String class and already have a question after looking the first few lines.
The below code snippet, the inner class, is from String class itself and as I see at line 7 a declaration of String type variable “charset”.

I am confused about using a String type in String class which was not yet defined
Looked into the imports to get something but didn't help me much to understand the same
Any Idea or thoughts about what is happening exactly? Inputs are highly appreciated.

Why do you think that should be a problem? Would this also confuse you?
